Smokeless products are scientifically substantiated, potentially reduced-risk products that offer adult smokers product alternatives to combustible cigarettes. Smokeless products can be categorized into four types: Vapor Products, Oral Tobacco, Nicotine Pouches, and Heated Tobacco Products.

VAPOR Products

  • Vapor products contain an e-liquid, composed of carriers (e.g., glycerol and/or propylene glycol), nicotine and flavors, and a heating element.
  • When activated, the heating element heats the liquid (to a temperature typically <392°F) and forms an aerosol.
  • These products may also be referred to as Electronic Nicotine Delivery Systems (ENDS), E-Cigarettes, Vaping Devices, or Vapes.

ORAL TOBACCO

  • Oral tobacco products are placed in the mouth, between the lip and gum.
  • Oral products, such as snus, snuff, 
and chewing tobacco contain tobacco.
  • When the product is placed in the mouth, between 
the lip and gum, it is absorbed via the buccal 
mucosa (inner lining of the cheek).

Nicotine POUCHES

  • Nicotine pouches are placed in the mouth, between the lip and gum.
  • Unlike oral tobacco, nicotine pouches do not contain tobacco, though they may contain tobacco-derived nicotine or non-tobacco nicotine.
  • When the pouch is placed within the mouth, between the lip and gum, nicotine and flavors 
are absorbed from the pouch via the buccal mucosa (inner lining of the cheek).

HEATED Tobacco PRODUCTS

  • Heated tobacco products are consumables where the tobacco substrate is primarily heated rather than burned – generally by insertion into a device that heats the tobacco substrate in the consumable.
  • Once the consumable has reached the necessary temperature, the adult consumer puffs on the product. (Note: the consumable remains in the device).
  • These products may also be referred to as Heat-not-burn (HNB), Tobacco Heating Products (THP) or Heated Tobacco Products (HTP).
  • While these products generally contain tobacco, some consumables instead use non-tobacco substrates.
